November/December PCC Minutes

Hi Everyone,

Apologies for the delay with the minutes. Since the last two meetings were so close together (November’s PCC was on 11/23), we have combined the minutes to reduce your email volume :)

Professional Conference Committee (PCC)

Assignment Despite Objection (ADOs)

There were 2 ADOs reviewed at PCC:

Both ADOs came from the CDU. The first ADO was related to staffing shortage and patient safety. The second ADO involved a low-census on-call issue. We are currently working on clarifying the Low Census On-Call language; there have been a few situations lately where unclear language has caused issues.

A few reminders about filing ADOs:

  • Please try to attend PCC the next month if you file an ADO, so that you can help explain the situation.

  • Please ensure you fill out comments explaining the situation. We have had a few ADO forms where there were no comments or details.

  • Please try to suggest a solution, or what you would have liked to see to help rectify the situation. This is helpful in directing conversation towards solutions.

End of Shift Overtime (EoS OT)

Historically, EoS OT has been very subjective and has led to inconsistencies with approval from management.

Section 24.11 in the contract currently states, “In order to meet patient care or short staffing needs, overtime will be paid beyond the end of the shift when approved by Director/Clinical Manager/House Supervisor. The nurse will document on the current timekeeping system for overtime approval.”

We are currently working with leadership to establish and trial clearer language to help with this.

New language: The RN shall communicate their perceived need for overtime as soon as they become aware of it to their Nurse Leader (Charge Nurse, House Supervisor, Assistant Nurse Manager or Clinical Nurse Manager). Efforts will be made to re-allocate resources and alleviate the need for EoS OT. If the situation cannot be resolved, the Nurse Leader will approve EoS OT.

Unexpected EoS OT related to emergency situations or patient care does not require advance notification.

This language is being trialed for the next 6 months.

Extra Shift and Shift Extension MOUs Expire in January

We will review the MOUs at the January PCC and discuss an extension.

Team Nursing

We haven’t heard any updates on the implementation of team nursing, it appears to be at a standstill. We have continued to express our concerns with the model moving forward.
